§ 10-93. Powers.
The board shall have the following authority and powers within the benefit unit with respect to the provision of solid waste management and disposal services and facilities:
(a)
To acquire, improve and construct solid waste management and disposal facilities.
(b)
To acquire in the name of the county, either by gift, purchase, the exercise of the right of eminent domain by the county or otherwise, such lands and rights and interests and to acquire such personal or real property as may be deemed necessary in connection with the provision of solid waste management and disposal services and facilities.
(c)
To make and enter into all contracts and agreements necessary or incidental to the performance of its duties and the execution of its powers under this article, and to employ such consulting engineers, attorneys, accountants, construction and financial experts, superintendents, managers and other employees, contractors and agents as may, in the judgment of the board, be deemed necessary or convenient and to fix their compensation.
(d)
To pay out of any funds that may be available for that purpose such portion of the costs associated with the provision of solid waste management and disposal services and facilities as it may deem proper.
(e)
To exercise any and all of the powers of the county not enumerated herein necessary or incidental for the purpose of providing the services, facilities and benefits and benefits described herein.
