§ 10-91. Creation of the Clay County Solid Waste Disposal Municipal Service Benefit Unit.

(a)

The Clay County Solid Waste Disposal Municipal Service Benefit Unit is hereby created and established. The benefit unit is hereby authorized to impose and collect solid waste disposal assessments in the manner set forth herein.

(b)

The boundaries of the benefit unit shall initially encompass the entire unincorporated area of the county.

(c)

Effective June 1, 2006, the boundaries of the benefit unit shall be expanded to include the incorporated area of the City of Green Cove Springs, Florida.

(d)

Effective June 1, 2012, the boundaries of the benefit unit shall be expanded to include the incorporated area of the Town of Orange Park, Florida.

(e)

Effective June 1, 2017, the boundaries of the benefit unit shall be expanded to include substantially all of the incorporated area of the City of Keystone Heights, Florida, as is more particularly described in Exhibit A attached to the City's Ordinance No. 2016-565.
