§ 7.1-3. Purpose and intent; liberal construction.

  • The purpose and intent of this article is to designate the county's EMD; to provide for the authority to declare states of local emergency in order to protect the health, safety and welfare of the people and property of the county under emergency conditions; to provide for the exercise of certain powers under such conditions; and to take a proactive approach to coordinating and managing debris removal operations as part of the county's overall emergency management plan, recognizing that communities with a debris management plan are better prepared to restore public services and ensure the public health and safety in the aftermath of a major disaster or catastrophic disaster; and to thereby be better positioned to receive the full level of assistance available to them from the Federal Emergency Management Agency and from other participating entities. All provisions of this article shall be liberally construed to protect and preserve the public health, safety and welfare of the people and property of the county.
