The commission hereby adopts and incorporates by reference, the study entitled "Clay
County Roadway Impact Fee Update Study," dated as of September 5, 2017 (the "Impact
Fee Study"), particularly the assumptions, conclusions and findings in such study
as to the allocation of anticipated costs of capital improvements and additions to
the county road system between those costs required to accommodate existing traffic
and those costs required to accommodate traffic generated by growth and those assumptions,
conclusions and findings in such study as to the determination of anticipated costs
of capital improvements and additions to impact fee eligible roads required to accommodate
growth. The impact fee study is attached as appendix A and its terms expressly incorporated
herein.
