§ 1. Emergency declared.

The Board of County Commissioners of Clay County, Florida (the Board), hereby adopts as its findings the RECITALS set out hereinabove. Based upon said findings, the Board hereby declares the existence of an emergency within the meaning of Section 125.66(3), Florida Statutes, waives the notice requirements of said Section 125.66, Florida Statutes, by a unanimous 5—0 vote of its five (5) members, and declares that the immediate enactment hereof is necessary.
