§ 21. Transfer of Franchise.

The grantee shall not transfer the franchise to another person or corporation, nor shall more than thirty (30) percent of the outstanding stock of the grantee be transferred at any time to another person or corporation without prior approval of the board of county commissioners by resolution. Such approval, if requested, shall not be unreasonably with held subject to the criteria set forth in Section 6(c).
